Based on this thread, the discussion on Github (thanks @tromer and @john-light), and the recent discussions with @tromer, @cburniske, @avichal, @secparam, and Carolyn Reckhow, I’ve updated this proposal to
- Allow up to 35% of the dev fee for the principal developer, an obvious role for the ECC
- Removed the burn mechanism in favor of funding the ZF grant program
- Removed the principal developer’s board seat, which proved unpopular
- As well as make clear that board changes need to be planned further and carefully executed by the ZF, rather than made immediately.
I’ve updated the proposal here, though I’m more confident in the draft on Github as I’m prone to make mistakes transcribing RST to Markdown 
I’d love to hear from @tromer as I believe this brings our proposals much closer together, as well as @Autotunafish @aristarchus @mistfpga @ttmariemia @mlphresearch and anyone else interested in this direction!
