Establishing long-term grant support

Brian commented that this discussion aligns with the desire to bring teams into the ecosystem that have the desire to contribute meaningfully over the longer term

if QEDIT wants support long-term, they can put a proposal together instead of relying on several short-term grants.

I don’t know exactly what this might look like but looks like a step in the right direction .
