I replied [here](https://forum.zcashcommunity.com/t/james-prestwich-thoughts-on-a-dev-fund/34714/3). In a nutshell, it’s a generic timeline for all consensus rule updates, designed by ECC based on ecosystem demand based on lessons learned the hard way.
