There are two significant reasons to include the NSM (at least ZIP 233) now:

  • to allow burning of ZSA issuance fees to be encoded in consensus
  • the NSM requires a transaction format change. These changes require substantial work for ecosystem support, and in general we should try to minimize the number of transaction format upgrades - so we should have the NSM fields in the V6 format.
