Two options that come to mind: (1) open application + a binding vote by the Advisory Panel (membership can be increased to include more people with proven interest and track record in Zcash); (2) open application + a replay of the community sentiment collection process (non-binding polls) + a final decision by ECC, ZF, Advisory Panel, or any combination of the three.
