I find it… weird that 2.3M ZEC voted on every issue roughly the same way? Wait, is it possible that founder reward ZEC was used to vote? Just a random doubt. ---

It seems to me that exchanges hold almost all their ZEC in transparent form. And companies like Cypherpunk stated they wouldn’t use their ZEC to vote, given that their custodians weren’t ready yet. ---

My primary concern is that the transparent ZEC can be held as 1:1 collateral against shielded ZEC via private off-chain legally binding contracts to gain voting power of the transparent ZEC without actually swapping it. You’re renting someone’s ZEC to “buy” their vote essentially. I expect that shielded ZEC holding/rental protocols or businesses in the future will almost definitely do it, if it isn’t already being done now. ---

I didn’t choose the name [shareholder democracy](https://en.wikipedia.org/wiki/Shareholder_democracy), but that’s what it’s called. And I agree, it’s very different from a system where a red and a blue party each get ~50% of the vote. ---

If you subtract 2.3 mm from the winning votes the results are the same in three cases and change only for reissuance start date (would be immediately) and Sprout deprecation (no date). It is also interesting to compare with ZCAP results which differ in questions 1 and 2. ---
