explicitly private coin voting as a “sentiment” gathering mechanism is quite flawed, because we have no good ideas about which voices who speak up, are doing so on behalf of how many coins. a true [catch-22](https://forum.zcashcommunity.com/t/the-last-minute-shielded-petition/48244) in a [governance](https://forum.zcashcommunity.com/t/dev-fund-decision-time/48231/39)situation dispute like we’ve got here.
