How is it non-custodial if a swap is being done? Someone has to hold some form of crypto here. You said a ZIP-321 QR is displayed after the quote. Where does the money go if I scan and pay? “the swap converts ZEC to USDC” is not a valid answer, since someone somewhere has to make trust-assumptions.

Are YOU the “partner”? In which case, what is the guarantee you will get license even after ZCG pays out the consultancy fees? Particularly with the age of your company and lack of credibility, and the fact that shielded ZEC is notoriously shady with regulators (even US regulators only greenlit a select number of exchanges to accept ZEC, and none accept shielded ZEC at all)?
