I completely agree with the goal of this proposal. And I agree with the idea of funding this into a separate bucket held inside the ZecHub. But I personally think it could be done much more simply with a better ROI. The alternative proposal would look something like this:
Rather than running it as a DAO with committee members doing all the approvals on the funding of groups, instead hire a someone part-time whose role is to act as support person and funder of these groups. They would be paid monthly and receive a monthly budget to hand out to groups. This person would then report back to some defined members of the ZecHub DAO with a monthly report and a monthly meeting to detail where funds went and why (list of new groups, and meetup events, materials purchased etc.). The person handling this would be paid something like $2k a month, and their budget would be decided based on realistic need for the groups. If the person in this role isn’t performing or cannot undertake the role any further then someone else can be found instead.
This is the exact model we used at the Bitcoin Cash Association and it worked extremely well, and was very easy to manage.
This is much more lightweight and provides the same transparency and control but without the subDAO overhead. Funding would just come down from the ZGC into a bucket within the ZecDAO earmarked for this purpose. The ZecDAO would then just request funding on perhaps an annual or bi-annual basis, showing the results of the previous activities up until that point.
This would cost $24k instead of $7.2k in admin costs but this would come with a year of full support for leaders, and would give leaders access to resources as and when they need them instead of at quarterly intervals. IMO for zcash that extra ~$17k is a very good investment in the community.
I hope this input it valuable.
