An easy thing to implement would be the Dev Fund block reward going into an address (or other unallocated reserve) that is held in a trust until the decentralized dispersement mechanism is implemented. A basic implementation could be to put the ZEC in an address that one of the 501c3 orgs holds in anticipation of the implementation.
