New proposal "Tao: Asynchronous Payment channels for stable coins"

Hi all,

Our goal is to build a flexible payment channel on top of the public blockchain, such as Ethereum, to provide a low-cost micropayment service on Zcash. Please let us know your thoughts, thx.
