First of all, I wouldn’t be able to participate in any process involving Zcash en Español, and as for fair consideration for a grant, the only way to get there is by conducting a preliminary analysis that yields positive results and receiving feedback from the other committee members and the community.
To answer your question directly: communities that don’t yet have a presence on the forum should start building that presence here—that is, being present, visible, and active for the rest of the community.
In the case of Spanish-speaking communities, only Zcash en Español is active. There are other small groups in Mexico and Spain, but they revolve somewhat around Zcash en Español. If another community were to emerge and apply for a grant, it would need to demonstrate a track record, previous work, and a fairly in-depth understanding of Zcash and its ecosystem. This filter is important because otherwise, anyone could submit proposals and walk away with the money. Of course, everyone should be considered, but a reliable member with a track record would certainly have a better chance.
As an example, I can tell you that a few months ago, a grant proposal was submitted to bring Zcash to universities in Mexico. The applicant had no history in the community, and there was no coordination with the established Spanish-speaking communities. In the end, this request didn’t garner much support and was rejected.
I’m not saying that the only way to get a grant is by joining established communities. You can certainly remain independent; I’m just trying to emphasize the role of trust here.
