A tale as old as time: An OS (Ubuntu 16.04 LTS) was hosed due to reasons unrelated to zcash, and although older backups of the user’s whole home directory exist, zcash-cli backupwallet
and z_exportwallet
were never once ran. Is there a way to restore a zec wallet to a different machine which is also running [a newer version of] Ubuntu using anything in the $./zcash
directory? Is this as simple as just copying $./zcash
into the new user’s home directory and re-installing zcash via the instructions for Debian or is it more complicated than that?

Yes, that will work as it contains the wallet.dat file. You’ll also need to redownload the parameters but simply following the installation guide again will cover this.
