It is slowing down a bit
I’m also very concerned about this issue, so I asked @daira about how quickly we can observe the effect of ZIP 317.
Thus, this thing has a network effect and theoretically a spammer can be looking for nodes that will skip his transactions with low fees (if I understood everything correctly).
So far, we have just about 1/3 of the nodes switched to 5.5.0 and the graph seems to correlate with this.
The EOS height for 5.4.2 should be around the beginning of July-ish, didnt calculate the actual date, just roundabouts

For 5.3.3 and 5.4.2 (which were released at around the same time), the approximate EoS date is 2023-06-13 — so mid-June, not July.
5.5.0-rc1 did include the ZIP 317 block construction change.
By the way I strongly recommend that people not use that Blockchair chart creator. It has a bug that causes only part of the graph to be rendered, giving seriously misleading results. Specifically, the rendered line is some scaled version of part of the actual line, but it does not necessarily match the ranges of the axes (on mobile, this may even depend on what orientation you hold your phone in).
did you ever research the possibility of turning Zcash to a 50 KB Bockchain like Mina?
