Could you share your research that shows most wallets implement zip 317?

If you’re referring to the change to the default unpaid action limit, this change was discussed on the zcash channel in the Zcash R&D Discord server

I am not aware of any specific research that I can point to on the topic of zip 317 implementation, other than the discussion on discord.

The main motivation for this change was to not diverge from zcashd behaviour in zebrad.

I hope that helps clarify

Well, as you can see from the discussion, only Zashi & YWallet support ZIP-317. Zingo is working on it but none of the transparent wallets do.
This may not be an issue because of the low number of transactions, but IMO, that does not bode well for the future. Edge, Atomic, Unstoppable, etc. are going to have their transactions rejected.

The change was added to zebra for parity in preparation for zcashd making the change in its next release, PR #9866. It will break all the wallets that can’t pay the correct fee, but given the current state of the mempool (which is the same as it was a year ago when those wallets didnt work), its likely that that those wallets are experiencing the majority of transactions being rejected currently. The big difference afterwards is that the majority will change to 100% e.g. might get lucky currently but not in the future. I have mentioned my thoughts prior, about this.

How else do you propose to add pressure to get these folks to update?

yea forcing those changes on those other wallets is the only way to go forward

I have a question about ZIP-317. If I make a transfer that does not comply with ZIP-317, would I lose the funds or is it simply rejected and can I try to transfer again by searching for a wallet that complies with ZIP-317?

you will not lose funds. transaction will fail and you can try again in wallet that supports zip317
