I’am not sure about new, L1 or L2 members but as i can i guess L3 members can read hidden posts. Maybe there is a time limit until someone can read them never checked that actually.
Pretty sure L3 can read hidden posts but only until a mod deletes them. They’re usually flagged for a reason & mods tidy up quite often.
