POLL: How Should The ZIP 1014-1 Amendment Questions Be Presented To ZCAP?

On December 20, the Zcash Foundation will open a Helios poll with the Zcash Community Advisory Panel (ZCAP) to gauge community sentiment on amending ZIP 1014 to allow ZOMG a discretionary budget.

@Dodger and I have agreed to poll the community and request comments on how to present the questions to ZCAP.

Which method of questioning should be used to poll ZCAP on amending ZIP 1014 to provide ZOMG a discretionary budget? Please see details below from Dodger.

• A “Simple” Option
• Jason’s “ZEC With Optional Cap” Option
• A "Complex Option

1. a “Simple” option:

• Should ZOMG have a discretionary budget? (Yes/No)
• If so, what should the annual budget be? (e.g. $100k, $250k, $500k, $1m)

2. Jason’s “ZEC with optional cap” option:

• Do you support amending ZIP 1014 to give ZOMG a discretionary budget? (Yes; No)
• What should the annual budget be? (1% of the ZOMG slice or approx. 1,052 ZEC; 3% or 3,156 ZEC; 5% or 5,260 ZEC; 10% or 10,519 ZEC)
• Should there be a cap? If so, what should it be? ($100k, $250k, $500k, $1m, no cap)

3. a “Complex” option:

• Should ZOMG have a discretionary budget? (Yes/No)
• If so, should that budget be denominated in USD or ZEC? (USD/ZEC)
• If USD, what should the annual budget be? (e.g. $100k, $250k, $500k, $1m)
• If ZEC, what should the annual budget be? (e.g. 1% of the ZOMG slice or approx. 1,052 ZEC; 3% or 3,156 ZEC; 5% or 5,260 ZEC; 10% or 10,519 ZEC)
• If the budget is to be denominated in ZEC, should there be an annual floor (denominated in USD)? (Yes/No)
• If there is to be a floor, what should it be? (e.g. $100k, $250k, $500k, $1m)
• If the budget is to be denominated in ZEC, should there be an annual cap (denominated in USD)? (Yes/No)
• If there is to be a cap, what should it be? (e.g. $100k, $250k, $500k, $1m)

The poll results are in and Jason’s “ZEC option with optional cap” has the highest percentage of votes with 40%.

Despite the results, @Dodger indicated to me via email yesterday that if there is no “clear majority” (i.e. 50%+), he plans to present his “Complex” option to ZCAP when the Helios poll convenes on December 20 . A couple points on the “clear majority” standard:

• Dodger said nothing about the “clear majority” standard when we agreed to post the forum poll to decide the questions to ask ZCAP. He brought it up one day before the poll closed.
• Presenting three options in a poll makes it difficult to achieve a clear majority (i.e. 50%+).
• The “Complex” option only received 35% of votes. Jason’s “ZEC with Optional Cap option” received 40% of the votes, and the “Simple” option received 25% of votes. So, 65% of respondents prefer a method of questioning simpler than the “Complex” option . Therefore, presenting the “Complex” option to ZCAP is not supported by the results of the poll.
