Can an Explorer show Transparent Balances?

I am curious if a rich list exists, or could exist, for transparent wallets.

It seems you can see the balance of these in the main wallet. I’m curious if Poloniex has a transparent balance, for example.

So could the explorer dev theoretically add a rich list? I’m curious of top wallet sizes.

Is it just me or are the network timeseries on explorer.zcha.in “down” since thousands of blocks?
