Alex, Jason, and I met briefly a few minutes ago to review the results. We wanted to share the results with you all as quickly as possible, followed by formal communications in the coming days.
The following are the next steps for the implementation of the new funding model. Note that in order to minimize the impact to schedule and complexity, we plan to implement a one-time distribution mechanism in the near term and add a long-term solution with NU7 due to a necessary transaction format change.
Full node maintainers (ECC engineers for zcashd, ZF engineers for Zebra) to meet and discuss the design for the one-time disbursement, in particular how it will interact with their respective consensus rule implementations as well as the long-term lockbox disbursement mechanism. This decision will be codified in an update to the draft Lockbox Disbursement ZIP, which will also need to be assigned a ZIP number (the ZIP editors should probably assign that number now.)
ZIP editors to review and finalize C&C ZIP in cooperation with its ZIP Authors.
ZIP Editors to prepare a NU deployment ZIP. Anticipated NU number to be 6.1.
ECC to reach out to proposed Key-Holder Organizations (ECC, Shielded Labs, Zcash Foundation) to understand their requirements, limitations, and preferences for the long-term lockbox disbursement mechanism, including key management, key rotation, coordination mechanisms, etc.
Someone from each Key-Holder Org constructs a P2SH key for the one-time disbursement.
ECC to begin work on zcashd to implement Option 1 in Lockbox Disbursement ZIP to allow a one-time disbursement & funding stream extensions without a transaction format change. If necessary, additional NUs containing further one-time disbursements from the lockbox in service of C&C can be scheduled if NU7 is delayed and the long-term lockbox disbursement mechanism is thus not available on the timeline needed by the Key-Holder Organizations.
Estimated time to do the work <= 1 month
Estimated time to activate >= 3 months - earliest possible mid-Aug
Zcash Foundation to draft legal agreements for Key-Holder Organizations per C&C ZIP. This needs to include (among other things) details about vetos.
Shielded Labs to draft the process and ZIP for coinholder voting process to be enacted before NU 6.1 is activated.
Shielded Labs to schedule and coordinate the first coinholder grant vote.
ECC engineering team to draft ZIP for long-term lockbox disbursement mechanism (per Option 1 in Lockbox Disbursement ZIP) - to be included with NU7 due to transaction format changes.
