Proposal: Funding FPF’s Administrative & Operational Role for the Coinholder-Directed Retroactive Grants Program

Request to Coinholders

We ask that coinholders approve this one-year, $58,000 funding to contract with FPF to administer and provide operational support for the Coinholder-Directed Retroactive Grants Program (CDRGP). This support ensures the smooth launch and responsible operation of the CDRGP under the Community and Coinholder Funding Model (ZIP-1016).

FPF’s support role for the CDRGP was originally proposed by @aquietinvestor via this thread.

FPF Overview

FPF’s mission is to educate and empower individuals and communities to take control of their financial privacy and security, and to promote a fair and equitable financial system that respects personal privacy. One way FPF delivers on this mission is to support other like-minded entities as they scale their operations, providing them with the ability to focus on their core competencies.

FPF is an independent Cayman Islands incorporated not-for-profit foundation administered and governed by a board of directors and a Supervisor (Cayman required).

FPF currently provides the following support in the Zcash ecosystem:

  1. ZCG:

    1. Administrative Support (Comprehensive support for grantmaking activities, milestone completion evaluation and payments, election process management, etc.)

    2. Finance Support (Treasury management, accounting services, financial reporting, etc.)

    3. Community Activities Support (Note taking, outreach, general communication, etc.)

    4. Strategic Support (Research, brainstorm input, etc.)

    5. Zcash Community Grants (ZCG) makes all decisions regarding grant proposals, the use of the ZCG discretionary fund, and independent contractor (IC) agreements, including funding recipients and strategic direction. FPF only handles the administration of disbursements and the associated due diligence, reporting, and accounting activities, and provides input only when specifically requested by ZCG.

  2. ZecHub:

    1. FPF is responsible for making weekly bounty payments at the direction of ZecHub.

    2. Finance Support of the ZecHub Bounty Program (Treasury management, accounting services, financial reporting, etc.)

    3. ZecHub retains ownership of the bounty program, its strategic direction, and decisions regarding bounty recipients. FPF only handles the administration of program payouts and the associated due diligence, reporting and accounting activities.

  3. Ad-Hoc:

    1. Bounty payments on behalf of ZK AV Club for a specific project.

    2. Experimental grants program (not currently accepting applications).

In addition to these responsibilities, FPF has shown a willingness to go above and beyond the call of duty. A clear example is the work they undertook when ZCG explored becoming a liquidity provider for Maya Protocol. This required them to engage external legal counsel, secure formal approval from the FPF board of directors, and coordinate directly with Maya to design a multisig arrangement that ensured the community’s funds would remain secure. By handling these steps, FPF made it possible for ZCG to provide liquidity while ensuring safeguards were in place.

Over the year, we have worked closely with their team and have seen firsthand the professionalism and high standard of support they provide. Without this infrastructure in place, ZCG would not be able to operate as effectively or with the same level of accountability. FPF has been an essential partner in enabling ZCG to carry out its mission and will be a value add to administering the Coinholder-Directed Retroactive Grants Program.”

Proposed Support

In the Coinholder Grants context, FPF proposes administering:

  • Quarterly public calls for proposals (via forums, GitHub, social platforms).

  • Submission intake via GitHub, summary preparation, and visibility for all proposals.

  • Proposal vetting, including legal/regulatory screening by Keyholders, and KYC checks, when required.

  • Communications coordination to ensure coinholders can vote knowledgeably and confidently, and to keep applicants informed of the status of their proposals.

  • Providing assistance to @aquietinvestor to run quarterly voting infrastructure.

  • Transparency and reporting, including summary statistics, maintaining the public Coinholder Grants Dashboard.

These activities directly support the operational requirements envisioned under ZIP-1016, ensuring that coinholder voting, proposal intake, and reporting mechanisms are run transparently and effectively. This support minimizes the administrative burden on the multisig Keyholders, streamlines the process, ensures basic regulatory compliance, and enhances trust in an entirely decentralized funding system.

Budget Request: $58,000 USD for One Year - Flat Fee

To support FPF’s responsibilities effectively for the CDRGP (from launch through four quarterly cycles), we propose a pre-paid flat fee of $58,000 USD (paid in Shielded ZEC).

This one-year of funding reflects a lean cost structure tailored to a retroactive, quarterly grants process—not a complex milestone-based system—making it a highly scalable and cost-efficient approach.
