Some reqs. being:

• allocating 5 members the access to release funds with a 3 of 5 multi-sig T-addrs account.
• ability to rotate accounts when a new members need to take control of the Treasury.
• work the direct funding in via updates to zcashd
  (these are just a few I could think of atm)
