As KEA1, yes. The line of argument in the article (interpreting it charitably and not just as plain FUD) was that the version of KEA relied on by Zcash might have been formalized incorrectly.

the term “decentralization” is nothing more than a buzzword. the term is subjective, and means nothing. “censorship resistance” is the only thing that matters.
