$7K Budget - What Would You Do?

As a mining noob, I want to know what Nvidia rig(s) you would build with a $7000 USD budget without any consideration for: Electricity cost, noise, space, ambient temps or technical know-how as these are non-factors.

Love to hear your recommendations and why.
