It’s basically a paper exploring the work that ECC has done with Halo. Right now Halo is just a proof of concept and needs research like this to make sure it’s secure enough for a production Blockchain like Zcash.
It’s good news because they think the idea is sound, so Halo could be used for Zcash in the future.

This news has nothing to do with zec and if official banks accept the technology to the masses, it will be bad for zcash. Recently, the news in this topic does not relate directly to the topic, strange isn’t it?

I agree i think this is great news. Having trouble wrapping my head around the market implications(ie price movement. i think this bullish, there still is only 21 mil ZEC to ever be created. If multiple platforms are using zec, thats a lot of demand). I remember the zec + eth = <3 thing causing some hype around the thought of zec being money on ethereum. Is this a pivot from p2p old world finance stuff, or was this always the plan? I’m leaning towards the latter.
