one of my rigs gives this error:

Lol, SA v5 Cygwin r4 port strange issue, 1070x6 rig goes 500Sol/s, but when i disconnect TeamViewer from rig, speed go down to 200 and further. Even monitor plugged. Its like port need to some load to main? card to set driver right P-state or 2D/3D mode. Win 10 1607 Drivers 375.70
Did you OC your rx 480.
I just wait for my 5 x xfx rx 480 gtr and i wondering how they will be work with silentarmy

Problem resolved by cleaning AMD drivers with DDU and reinstall Crimson Edition 16.10.3 Hotfix

not even faster then maztheman or zcminer-dev version … the latter does double the hashing under windows

Nice to see you trying to port it to Windows but reducing time precision (timeval vs timespec) might introduce perf issues.
I would suggest searching for some win specific time API giving fast and precise monotonic time.
The monotonic part is also important as without it changes in clock time will also introduce problems with performance.
This is the reason this patch isn’t perfect but somewhat works.
