I see from Overview - Decred Documentation that Decred’s definition of a quorum for voting is 10% of eligible coins. And that’s even though the Decred coins are more likely to be “hot” because of the staking. In a voting system with lots of cold coins, like Zcash, I would expect a good turnout to be around 1%.

That 10% voting quorum seems a lot easier to reach than the 95% miner adoption (of new node software supporting the to-be-voted-on change) required before voting can even start, according to Step 3 in linked document.
I imagine that any miner inclined to vote against the change will simply not adopt the new software. As will many miners that are impartial to the change…
